ISO 45001:2016 - New Occupational Health and Safety Management Standard

ISO recently announced that ISO Committee ISO/PC 283 - Occupational Health & Safety Management Systems, has been formed with an objective to develop and publish an international standard for Occupational Health and Safety (OH&S) based on OHSAS 18001. The new standard will be known as ISO 45001.
At the first meeting of the committee ISO/PC 283 in October 2013, an outline project plan for the development and publication of ISO 45001 was created:
- ISO/CD 45001 (first committee draft) to be published by May 2014;
- ISO/DIS 45001 (first draft international standard) to be published by February 2015;
- ISO/FDIS 45001 (final draft international standard) to be published by March 2016;
- Final ISO 45001 to be published in October 2016.
The new standard will follow the “High-Level Structure” format defined in Annex SL, meaning that it will be aligned with the revised versions of ISO 14001 and ISO 9001 scheduled for publication in 2015.
The high-level structure will be a common format for all new and revised ISO management system standards using common text in the standards. The high level structure of the standard will be:
- Scope
- Normative references
- Terms and definitions
- Context of the organization
- Leadership
- Planning
- Support
- Operation
- Performance evaluation
- Improvement
The ISO/PC 283 Working Group 1 is tasked with developing the text associated with this standard, and it is presently working on the internal working draft. You will certainly start to see more information about this standard as they work through the development process.

Terry A. Mors, QEP, is a Senior Consultant in the Holland, Michigan office of Environmental Resources Management (ERM). He has more than 32 years of experience providing EHS support for clients in the automotive, chemical, electronics, metals, mining, and service industries. Mr. Mors is Qualified Environmental Professional, RABQSA Lead ISO14001 Auditor, RABQSA Lead Responsible Care Auditor, RABQSA Lead ISO9001 Auditor, and a member of the US Technical Advisory Group to TC 207. He conducts management system audits, works with senior management to improve company performance, and provides training, including implementation training, internal auditor training, problem solving training, and other organization-specific training. Mr. Mors’ management systems experience includes EHS and quality standards (e.g., ISO 14001, RCMS and RC14001, ISO 9001, ISO/TS 16949, and OHSAS 18001).

Where can I obtain a copy of the draft.
Good Day what is the possibility that ISO 14001 and 45001 BE amalagated as one ISO System as they run side by side of each other,one is risk the other hazard surely this should be the way to go.
Our company is about to start the OHSAS18001 standard
and my question is what will happen with the certification
of OHSAS18001 if it will be integrated into ISO45001?
Would there be any difference to those companies who
already achieved OHSAS18001?
Please let me know whether the first draft is available in the internet. Or where can i source the documents.

Nice overview. Can’t wait for new standard to be finished. Currently doing OHSAS 18001 training and OHSAS 18001 auditing.
Only Integrated standard can enforce organizations to implement both EMS & OHSAS requirements.
Many organization are certified only for EMS / OHSAS requirements.
On other hand, even if certified for both the requirements, EMS & OHSAS audits are not performed at same time.
(it depends on system implementation date)
This gives organizations a room to manipulate / hide some performance data
Auditors focus are limited with audit scope (EMS or OHSAS)
Therein, I request TC 207 and ISO/PC 283 to consider integrated approach.
Now it is like 1994 QMS Framework [ISO 9001:1994, ISO 9002:1994 & ISO 9003:1994].
I understand that the Goal here is, with all means:
- Organization should be compliance to Statutory & Regulatory Requirements (according to the industry category / directive)
- Organization is accountable for Employee Health & Safety and Environment Health (GREEN) & Environment Safety
Which demonstrates that Organization owns Social Responsibility.

Will this supersede both ISO 14001 and OHSAS 18001 requirements?!
Why two different standards?! Organizations expect to migrate from multiple systems to integrated systems.
In my view, Health & Safety should address both the requirements.
Depending on the nature and type of the organization processes:
- Organization shall ensure how Employee Health is taken care and
- Organization shall ensure how Employee Safety and Environment Safety is taken care
By adopting suitable means to process and its environment, organization shall measure:
- Process Compliance with respect to statutory & regulatory requirements (local / international - as applicable)
- Employee Safety
- Environment Safety
Organization need to balance both Employee (Health) & Environment Safety
